EMPEA has appointed Randy Mitchell as Vice President, Strategic Engagement and Ann Marie Plubell as Vice President, Regulatory Affairs.

EMPEA has appointed Randy Mitchell as Vice President, Strategic Engagement and Ann Marie Plubell as Vice President, Regulatory Affairs.

Mitchell and Plubell join the EMPEA team in senior roles to oversee the planning, development and implementation of two major components of the organization’s Long-Term Strategy, which was endorsed by EMPEA’s Board of Directors in May 2014.

Most recently, Mitchell worked as Chief Strategist Private Equity and Venture Capital for the U.S. Government where he was responsible for the private equity and venture capital sector; advocating within Washington and in global capitals for the competitiveness of U.S. PE/VC firms; and supporting worldwide foreign investment into and by U.S. private equity and venture capital general partners.

Mitchell also created and executed a first-of-its-kind U.S. government initiative to increase exports of private equity and venture capital asset management services, introducing U.S.-based GPs to international LPs (including family offices, superannuation funds, pension funds and sovereign wealth funds).

At EMPEA, Mitchell will be responsible for working with EMPEA’s expert Member Councils and organizing EMPEA’s participation in global industry initiatives focused on best practices, public policy and advocacy.

Beginning his emerging market career in Russia, he brings to the organization considerable experience in developing economies and a robust network of industry contacts.

Prior to EMPEA, Plubell advised global clients on financial infrastructure for postsecondary education in emerging economies, public-private partnerships, compliance with international sanctions laws and legal ecosystems supporting Internet communications protocols. She served as Vice President, Associate General Counsel and Corporate Secretary of SallieMae, a $50 billion U.S. government-sponsored enterprise where she oversaw corporate and trust fund governance, business law, ERISA compliance, tax and intellectual property.

Plubell will serve EMPEA and its global membership by synthesizing both member interests and industry intelligence to effectively influence regulatory outcomes in support of the asset class and the organization’s mission.
